Narrative:
We were cleared to taxi from the international terminal to 22R via outer hold short of november for sequencing. Traffic was backed up for 22R. Aircraft were holding short of 15L and 15R. We finally got sequenced and were cleared to cross 15R, hold short of 15L. Since there was not enough room to completely cross 15R, I did not move the aircraft (we were #1 to cross). Ground control said we were blocking traffic behind us, that we were cleared to pull ahead even though we could not completely cross 15R. I declined this clearance as I didn't feel comfortable holding on the runway. The controller almost insisted that I pull forward (we were at the hold short line). I refused. The ground controller then asked me to call her on the phone when we got to our destination. I did and the supervisor relayed that the controller said I was being uncooperative. I realize my refusal of the clearance to hold on the runway may have been inconvenient for her, but in my judgement, it was the safest thing to do.

Title: FLC ATC REVIEW GENERATED BY PLT'S REFUSAL TO HOLD ON RWY 15R AT BOS AWAITING TKOF ON 22R.
Narrative: WE WERE CLRED TO TAXI FROM THE INTL TERMINAL TO 22R VIA OUTER HOLD SHORT OF NOVEMBER FOR SEQUENCING. TFC WAS BACKED UP FOR 22R. ACFT WERE HOLDING SHORT OF 15L AND 15R. WE FINALLY GOT SEQUENCED AND WERE CLRED TO CROSS 15R, HOLD SHORT OF 15L. SINCE THERE WAS NOT ENOUGH ROOM TO COMPLETELY CROSS 15R, I DID NOT MOVE THE ACFT (WE WERE #1 TO CROSS). GND CTL SAID WE WERE BLOCKING TFC BEHIND US, THAT WE WERE CLRED TO PULL AHEAD EVEN THOUGH WE COULD NOT COMPLETELY CROSS 15R. I DECLINED THIS CLRNC AS I DIDN'T FEEL COMFORTABLE HOLDING ON THE RWY. THE CTLR ALMOST INSISTED THAT I PULL FORWARD (WE WERE AT THE HOLD SHORT LINE). I REFUSED. THE GND CTLR THEN ASKED ME TO CALL HER ON THE PHONE WHEN WE GOT TO OUR DEST. I DID AND THE SUPVR RELAYED THAT THE CTLR SAID I WAS BEING UNCOOPERATIVE. I REALIZE MY REFUSAL OF THE CLRNC TO HOLD ON THE RWY MAY HAVE BEEN INCONVENIENT FOR HER, BUT IN MY JUDGEMENT, IT WAS THE SAFEST THING TO DO.
