Narrative:
As PIC I inadvertently allowed 2 passengers to situation on the rear floor of the small aircraft. The rear set had been temporarily removed. The passengers did use the seat belts. It was later reported to me that this may be a violation. It just did not dawn on me at the time that this was unsafe or a violation. I will cooperate fully if this is pursued by the FAA. I have inquired at the wisconsin state bureau of aeronautics and they offered to help with remedial safety training, so that I am more aware of potential hazards and can avoid future violations. No criminal offense, accident or deliberate violation took place. I am in hopes my attitude, remedial training and clean record will result in no action against me. Callback conversation with reporter revealed the following information. Reporter states he contacted state aeronautic personnel, then FAA. Met with FSDO rep who showed him far 91.107 and discussed fact that there was a violation. However no further action. Reporter had seats left out after recent annual inspection so could use space as extra baggage area.

Title: PLT FLEW WITH REAR PAX ON FLOOR BUT USING SEAT BELTS.
Narrative: AS PIC I INADVERTENTLY ALLOWED 2 PAXS TO SIT ON THE REAR FLOOR OF THE SMA. THE REAR SET HAD BEEN TEMPORARILY REMOVED. THE PAXS DID USE THE SEAT BELTS. IT WAS LATER RPTED TO ME THAT THIS MAY BE A VIOLATION. IT JUST DID NOT DAWN ON ME AT THE TIME THAT THIS WAS UNSAFE OR A VIOLATION. I WILL COOPERATE FULLY IF THIS IS PURSUED BY THE FAA.
