Narrative:
While on approach runway 27 ILS fll, tower instructed a helicopter that was sbound on the coast at low altitude to remain north of the runway 27 centerline. TCASII RA sounded. I leveled aircraft then climbed slightly to conform to TCASII vector. First officer had visual on helicopter which made a hard over turn back to the wnw just north of the runway 27 centerline. I also had a visual on helicopter briefly. After I ascertained helicopter was no longer a threat I made a normal approach and landing. Helicopter range approximately 7-1000 1 O'clock low when I saw him, my aircraft position approximately 2.5 DME on localizer. Notified tower of incident. First officer queried helicopter course intention this query caused an immediate turn wnw from the helicopter.

Title: ACR ON FINAL ALERTED TO HELI WHO WOULD REMAIN CLR OF LOC. TCASII RA SOUNDS.
Narrative: WHILE ON APCH RWY 27 ILS FLL, TWR INSTRUCTED A HELI THAT WAS SBOUND ON THE COAST AT LOW ALT TO REMAIN N OF THE RWY 27 CTRLINE. TCASII RA SOUNDED. I LEVELED ACFT THEN CLBED SLIGHTLY TO CONFORM TO TCASII VECTOR. FO HAD VISUAL ON HELI WHICH MADE A HARD OVER TURN BACK TO THE WNW JUST N OF THE RWY 27 CTRLINE. I ALSO HAD A VISUAL ON HELI BRIEFLY. AFTER I ASCERTAINED HELI WAS NO LONGER A THREAT I MADE A NORMAL APCH AND LNDG. HELI RANGE APPROX 7-1000 1 O'CLOCK LOW WHEN I SAW HIM, MY ACFT POS APPROX 2.5 DME ON LOC. NOTIFIED TWR OF INCIDENT. FO QUERIED HELI COURSE INTENTION THIS QUERY CAUSED AN IMMEDIATE TURN WNW FROM THE HELI.
