Narrative:

Sailplane was following a cloud sheet approximately 150 degrees. Inadvertently flew into TCA at an oblique angle. Spotted small aircraft traveling estimated 90 degrees at same altitude and 2-4 NM distant. Small aircraft made (unnecessary) evasive maneuver. Sailplane circled hoopes reservoir, returned to N57 to find the telephone ringing. Problem caused by a failure to consult phl VFR terminal area chart which was in the plane but not open! Soaring club has subsequently invited phl ATC to make a presentation on the TCA -- this was done with greatly improved understanding by both parties. In this case, ATC behaved in an exemplary manner -- we learned and we were educated and we are now smarter pilots.

Narrative: SAILPLANE WAS FOLLOWING A CLOUD SHEET APPROX 150 DEGS. INADVERTENTLY FLEW INTO TCA AT AN OBLIQUE ANGLE. SPOTTED SMA TRAVELING ESTIMATED 90 DEGS AT SAME ALT AND 2-4 NM DISTANT. SMA MADE (UNNECESSARY) EVASIVE MANEUVER. SAILPLANE CIRCLED HOOPES RESERVOIR, RETURNED TO N57 TO FIND THE TELEPHONE RINGING. PROBLEM CAUSED BY A FAILURE TO CONSULT PHL VFR TERMINAL AREA CHART WHICH WAS IN THE PLANE BUT NOT OPEN! SOARING CLUB HAS SUBSEQUENTLY INVITED PHL ATC TO MAKE A PRESENTATION ON THE TCA -- THIS WAS DONE WITH GREATLY IMPROVED UNDERSTANDING BY BOTH PARTIES. IN THIS CASE, ATC BEHAVED IN AN EXEMPLARY MANNER -- WE LEARNED AND WE WERE EDUCATED AND WE ARE NOW SMARTER PLTS.
