Narrative:
Attempted to takeoff with flaps up. As stupid as it sounds, it damn near happened. Taxiing out of the gate at dca, the WX was not exactly wonderful, but nothing to be concerned about. Normally, I taxi on 1 engine, however, we were at a high gross weight, and the ramp area was slick, so I started both in the gate. First officer read all checklists. However, he passed over the flaps read-out, and I never caught it. His comment 'checklist complete' led me to believe it actually was. Advanced power for takeoff and the warning horn sounded. Figured it was the trim near the end of the green band, and nearly lost it when I discovered the flaps up. Made a slow speed reject, set the flaps, ran the list, made a bullshit excuse to the folks, and am now confessing all.

Title: FO MISREADS CHKLIST, SKIPS FLAPS AND TKOF ABORTED AFTER WARNING HORN SOUNDS.
Narrative: ATTEMPTED TO TKOF WITH FLAPS UP. AS STUPID AS IT SOUNDS, IT DAMN NEAR HAPPENED. TAXIING OUT OF THE GATE AT DCA, THE WX WAS NOT EXACTLY WONDERFUL, BUT NOTHING TO BE CONCERNED ABOUT. FIGURED IT WAS THE TRIM NEAR THE END OF THE GREEN BAND, AND NEARLY LOST IT WHEN I DISCOVERED THE FLAPS UP. MADE A SLOW SPD REJECT, SET THE FLAPS, RAN THE LIST, MADE A BULLSHIT EXCUSE TO THE FOLKS, AND AM NOW CONFESSING ALL.
