Narrative:
We were cleared to land runway 9R at lakeland at approximately AM30 to AM45 local time apr/tue/92. Temporary runway 9L (taxiway) was in use (sun and fun). After landing, tower cleared us up þrwy 5 expedite, no delay to the end.þ upon reaching runway 5 a man in an orange uniform with 2 batons got in front of us and gave us the universal signal to stop þnow.þ having been taught since day 1 of my flying training, that the tower ground control is in charge of the operations of the airport, we opted to adhere to the verbal clearance given over the radio to us, not the man on the ground. The man had to þduckþ under the wing to keep from being struck by the wing. Before the flight, both pilots reviewed the advisory concerning operations at the air show. It mentioned people in orange shirts signaling aircraft, but in no way mentioned they were in total control of the ground operations. Upon talking with the man we almost hit, he said, and I quote: þyes, she (ground control) did clear you up þ5þ to expedite to the end, and she should not have.þ it needs to be made clrer that, at those special functions, i.e. Þair showsþ that actual tower personnel are on the ground and þin charge,þ i.e., total control per the FAA.
