Narrative:
Approach control cleared our flight to intercept localizer. Small aircraft aircraft was advised of our position. We had just broken out of clouds at about 4200 ft. Small aircraft said he had us in sight. Approach control told us to call tower. We were cleared to 3000 ft. TCASII TA warning showed conflict traffic 200 ft below us. Then TCASII gave climb command which we did to avoid the traffic which was crossing localizer centerline and 200 ft below us. We followed command and advised tower that we would not be able to land from this approach due to our altitude and proximity to runway. Given vectors for second approach.

Title: AN MDT ACR CREW HAD A TCASII ALERT CALLING FOR A CLB WHILE THEY WERE JUST CLRING THE CLOUDS ON APCH. THEY MADE A GAR AS THEY WERE UNABLE TO COMPLETE THE APCH.
Narrative: APCH CTL CLRED OUR FLT TO INTERCEPT LOC. SMA ACFT WAS ADVISED OF OUR POS. WE HAD JUST BROKEN OUT OF CLOUDS AT ABOUT 4200 FT. SMA SAID HE HAD US IN SIGHT. APCH CTL TOLD US TO CALL TWR. WE WERE CLRED TO 3000 FT. TCASII TA WARNING SHOWED CONFLICT TFC 200 FT BELOW US. THEN TCASII GAVE CLB COMMAND WHICH WE DID TO AVOID THE TFC WHICH WAS XING LOC CTRLINE AND 200 FT BELOW US. WE FOLLOWED COMMAND AND ADVISED TWR THAT WE WOULD NOT BE ABLE TO LAND FROM THIS APCH DUE TO OUR ALT AND PROX TO RWY. GIVEN VECTORS FOR SECOND APCH.
