Narrative:

Approach control cleared our flight to intercept localizer. Small aircraft aircraft was advised of our position. We had just broken out of clouds at about 4200 ft. Small aircraft said he had us in sight. Approach control told us to call tower. We were cleared to 3000 ft. TCASII TA warning showed conflict traffic 200 ft below us. Then TCASII gave climb command which we did to avoid the traffic which was crossing localizer centerline and 200 ft below us. We followed command and advised tower that we would not be able to land from this approach due to our altitude and proximity to runway. Given vectors for second approach.
