Narrative:
After landing ord in heavy crosswind (60 degrees left at 17 KTS) engine #2 flamed out while exiting runway. Engine secured and taxied to gate. Later found #2 fuel shutoff switch at flight engineer panel in off position. Since flight engineer did not turn it off, switch probably fell to off position on landing. Switch is guarded but not locked in on position during flight.
