Narrative:

I issued traffic to atx X. There were 2 targets of concern. Y was VFR being worked by another sector at 4500. Z was unknown at 3800 mode C indicated. Pilot of the atx X elected to respond to TCASII RA from Y and descended into Z almost hitting it. Then climbed to avoid Z after the fact. When I asked the pilot why do such a thing, he responded he had to react to TCASII RA regardless what I say. This is insane at best and a blatant misuse of technology and bureaucracy and must be stopped before it gets totally out of hand.

Narrative: I ISSUED TFC TO ATX X. THERE WERE 2 TARGETS OF CONCERN. Y WAS VFR BEING WORKED BY ANOTHER SECTOR AT 4500. Z WAS UNKNOWN AT 3800 MODE C INDICATED. PLT OF THE ATX X ELECTED TO RESPOND TO TCASII RA FROM Y AND DSNDED INTO Z ALMOST HITTING IT. THEN CLBED TO AVOID Z AFTER THE FACT. WHEN I ASKED THE PLT WHY DO SUCH A THING, HE RESPONDED HE HAD TO REACT TO TCASII RA REGARDLESS WHAT I SAY. THIS IS INSANE AT BEST AND A BLATANT MISUSE OF TECHNOLOGY AND BUREAUCRACY AND MUST BE STOPPED BEFORE IT GETS TOTALLY OUT OF HAND.
