Narrative:

Cpr X inbound to fty from the east (runway 8 in use). Cpr Y released off of runway 8 with a left turn to 290. Cpr X report aircraft in sight and is advised to 'turn left and enter right downwind for runway 8. He acknowledges. Cpr X is issued potential traffic that will be departing runway 8 and turning northwest. Cpr X acknowledges. Cpr X is cleared for a visual approach, right traffic to runway 8 and he acknowledges. Instead cpr X turns right (or more straight ahead) and overflies cpr Y who has now departed. Cpr X is issued traffic but does not see him. Cpr Y is issued traffic and does see cpr X. But standard separation has already been compromised.
