Narrative:
On may/xa/92 through may/xd/92, birmingham (bhm) tower experienced chronic landline/frequency problems. The local control and ground control position had to be combined and worked by only 1 controller. The problems that we experienced have been occurring since 1987. At one point, all 3 position had to be worked by 1 controller due to unusable frequencys. The fact that this occurred during busy traffic is irrelevant, the fact that this could happen at any time, and place both the controller and the flying public in a potentially disastrous situation. Based on the fact that these problems have been ongoing for 7-8 yrs, the only 'cure' to the problem is to replace the obsolete system we have.

Title: CTLR CLAIMS THAT CHRONIC LANDLINE FREQ PROBLEMS CAUSE POS TO BE COMBINED AND IMPACT TFC.
Narrative: ON MAY/XA/92 THROUGH MAY/XD/92, BIRMINGHAM (BHM) TWR EXPERIENCED CHRONIC LANDLINE/FREQ PROBLEMS. THE LCL CTL AND GND CTL POS HAD TO BE COMBINED AND WORKED BY ONLY 1 CTLR. THE PROBLEMS THAT WE EXPERIENCED HAVE BEEN OCCURRING SINCE 1987. AT ONE POINT, ALL 3 POS HAD TO BE WORKED BY 1 CTLR DUE TO UNUSABLE FREQS. THE FACT THAT THIS OCCURRED DURING BUSY TFC IS IRRELEVANT, THE FACT THAT THIS COULD HAPPEN AT ANY TIME, AND PLACE BOTH THE CTLR AND THE FLYING PUBLIC IN A POTENTIALLY DISASTROUS SITUATION. BASED ON THE FACT THAT THESE PROBLEMS HAVE BEEN ONGOING FOR 7-8 YRS, THE ONLY 'CURE' TO THE PROBLEM IS TO REPLACE THE OBSOLETE SYS WE HAVE.
