Narrative:
On vectors into pdx level at 10000 ft and 250 KTS, TCASII alert said traffic, traffic! I was flying and looked for traffic in the direction TCASII indicated and could not see it. At that time TCASII went to warning mode and said 'descend, descend.' I immediately closed throttles, extended speed brakes and pushed nose over. A small single engine aircraft passed overhead about 400 ft above us. This traffic was never called out by center. A second TCASII alert changed to warning on short final caused by an aircraft in pattern at pearson airpark across the river. Pdx was landing to the east and they were in a west operation causing the conflict (this should not be allowed but continues to happen).

Title: A WDB ACR CREW HAD A TCASII ALERT DEMANDING A DSCNT WHILE IN THE ARR PATTERN, AND THEN ANOTHER IN THE LNDG PATTERN. THE FIRST ALERT WAS FOR AN NMAC.
Narrative: ON VECTORS INTO PDX LEVEL AT 10000 FT AND 250 KTS, TCASII ALERT SAID TFC, TFC! I WAS FLYING AND LOOKED FOR TFC IN THE DIRECTION TCASII INDICATED AND COULD NOT SEE IT. AT THAT TIME TCASII WENT TO WARNING MODE AND SAID 'DSND, DSND.' I IMMEDIATELY CLOSED THROTTLES, EXTENDED SPD BRAKES AND PUSHED NOSE OVER. A SMALL SINGLE ENG ACFT PASSED OVERHEAD ABOUT 400 FT ABOVE US. THIS TFC WAS NEVER CALLED OUT BY CTR. A SECOND TCASII ALERT CHANGED TO WARNING ON SHORT FINAL CAUSED BY AN ACFT IN PATTERN AT PEARSON AIRPARK ACROSS THE RIVER. PDX WAS LNDG TO THE E AND THEY WERE IN A W OP CAUSING THE CONFLICT (THIS SHOULD NOT BE ALLOWED BUT CONTINUES TO HAPPEN).
