Narrative:

After takeoff from phl climbing to 10000 ft assigned by phl departure, phl departure handed off to new york center but radio communication delayed due to frequency jamming. At 10000 ft straight and level, TCASII voiced 'traffic' 400 ft below with TA progressing to RA with TCASII instructions to 'climb, climb' which we did to 10400 ft MSL. Visually sighting traffic 12 O'clock low then descending back to 10000 ft.
