Narrative:
We were advised by ATC that there was traffic at approximately 1 O'clock over the lancaster VOR as we were approaching lancaster on the bucks 2 arrival into phl. We observed the target on our TCASII but did not have him visually. Shortly thereafter, we got a RA telling us to 'climb, climb now.' the first officer complied with the advisory by adding power and climbing as per the commands on the TCASII. I visually sighted the target aircraft at this time and so informed ATC as well as telling him we were complying with our TCASII resolution by climbing. He then asked a number of questions that indicated he did not know the pilot's responsibilities regarding TCASII RA's. Specifically, he wanted to verify that we complied with the RA even though we had the traffic in sight. ATC should be advised that, according to our operating manuals, compliance with a TCASII RA is mandatory unless the PIC determines that to do so would jeopardize the safety of flight.

Title: ALTDEV OCCURS AFTER ACR PLT RESPONSE TO TCASII RA. RPTR PIC QUESTIONS ATC INQUIRY INTO THEIR DEV EVEN THOUGH INTRUDER ACFT WAS VISUALLY ACQUIRED DURING THE RA CLB MANEUVER. CTLR MOST LIKELY FILLING OUT FORM FOR STATISTICAL PURPOSES.
Narrative: WE WERE ADVISED BY ATC THAT THERE WAS TFC AT APPROX 1 O'CLOCK OVER THE LANCASTER VOR AS WE WERE APCHING LANCASTER ON THE BUCKS 2 ARR INTO PHL. WE OBSERVED THE TARGET ON OUR TCASII BUT DID NOT HAVE HIM VISUALLY. SHORTLY THEREAFTER, WE GOT A RA TELLING US TO 'CLB, CLB NOW.' THE FO COMPLIED WITH THE ADVISORY BY ADDING PWR AND CLBING AS PER THE COMMANDS ON THE TCASII. I VISUALLY SIGHTED THE TARGET ACFT AT THIS TIME AND SO INFORMED ATC AS WELL AS TELLING HIM WE WERE COMPLYING WITH OUR TCASII RESOLUTION BY CLBING. HE THEN ASKED A NUMBER OF QUESTIONS THAT INDICATED HE DID NOT KNOW THE PLT'S RESPONSIBILITIES REGARDING TCASII RA'S. SPECIFICALLY, HE WANTED TO VERIFY THAT WE COMPLIED WITH THE RA EVEN THOUGH WE HAD THE TFC IN SIGHT. ATC SHOULD BE ADVISED THAT, ACCORDING TO OUR OPERATING MANUALS, COMPLIANCE WITH A TCASII RA IS MANDATORY UNLESS THE PIC DETERMINES THAT TO DO SO WOULD JEOPARDIZE THE SAFETY OF FLT.
