Narrative:

After aircraft released from maintenance aircraft sat for 3 hours. First officer preflted and talked at length with mechanics, he has a real interest in workings of airplanes. After securing WX release from dispatch, boarded passenger. Checklists completed for #2 start, started #2, started #1. Was given order to shut down #1 after start by ramp. Rear cowling on #1 was unsecured and was pivoting on hinge from propeller wash. Secured cowl. No damage to cowl. First officer admitted that he had opened cowl to look and discuss with maintenance but had gotten distracted and forgot to re-latch it. Opening panels and major compartment panels is not an authorized part of preflight. First officer has a history of doing this. Despite quoting fsm manual and company policy. Recommend: leave maintenance to mechanics. Stick to preflight guides. If you open a panel stay with it until closed.

FO ADMITTED THAT HE HAD OPENED COWL TO LOOK AND DISCUSS WITH MAINT BUT HAD GOTTEN DISTRACTED AND FORGOT TO RE-LATCH IT. OPENING PANELS AND MAJOR COMPARTMENT PANELS IS NOT AN AUTHORIZED PART OF PREFLT. FO HAS A HISTORY OF DOING THIS. DESPITE QUOTING FSM MANUAL AND COMPANY POLICY. RECOMMEND: LEAVE MAINT TO MECHS. STICK TO PREFLT GUIDES. IF YOU OPEN A PANEL STAY WITH IT UNTIL CLOSED.
