Narrative:
Small aircraft X was cleared for takeoff runway 33L; displaced landing threshold 750 ft non-standard markings notamed. Trucks and trailer crossed behind departing small aircraft X on runway 33L without clearance. Vehicles had no radio. Management did not report incident. Supervisor observed runway incursion as well as controllers reporting it.

Narrative: SMA X WAS CLRED FOR TKOF RWY 33L; DISPLACED LNDG THRESHOLD 750 FT NON-STANDARD MARKINGS NOTAMED. TRUCKS AND TRAILER CROSSED BEHIND DEPARTING SMA X ON RWY 33L WITHOUT CLRNC. VEHICLES HAD NO RADIO. MGMNT DID NOT RPT INCIDENT. SUPVR OBSERVED RWY INCURSION AS WELL AS CTLRS RPTING IT.
