Narrative:
This event occurred on our flight from hhr to lgb. We made initial contact with lgb 7 mi northwest and requested runway 12. Local control switched our frequency to 120.5 only seconds after switching to 120.5, I saw an small transport nxyz to my left and below. Neither aircraft took evasive action. After the event, the tower advised the small transport of our position and the small transport indicated that we had passed over him. My feeling is that neither pilot saw the other in time to take evasive action. I also feel that nobody was at fault, however, I believe the small transport was in the air traffic area without intent to land and was flying a non- standard track for the air traffic area.

Title: 2 SMTS HAD AN NMAC IN THE TFC PATTERN AT LGB AT 2000 FT.
Narrative: THIS EVENT OCCURRED ON OUR FLT FROM HHR TO LGB. WE MADE INITIAL CONTACT WITH LGB 7 MI NW AND REQUESTED RWY 12. LCL CTL SWITCHED OUR FREQ TO 120.5 ONLY SECONDS AFTER SWITCHING TO 120.5, I SAW AN SMT NXYZ TO MY L AND BELOW. NEITHER ACFT TOOK EVASIVE ACTION. AFTER THE EVENT, THE TWR ADVISED THE SMT OF OUR POS AND THE SMT INDICATED THAT WE HAD PASSED OVER HIM. MY FEELING IS THAT NEITHER PLT SAW THE OTHER IN TIME TO TAKE EVASIVE ACTION. I ALSO FEEL THAT NOBODY WAS AT FAULT, HOWEVER, I BELIEVE THE SMT WAS IN THE ATA WITHOUT INTENT TO LAND AND WAS FLYING A NON- STANDARD TRACK FOR THE ATA.
