Narrative:

After arrival in phl on concourse C, my crew changed to a different aircraft on concourse B. As we walked across the ramp we were stopped by a local airport police to examine our airline idents. He told us we did not have the proper identify to have access to the ramp areas. This procedure is very new to the phl airport. Airport police are enforcing this action without posting any signs that warn flcs of the new policies. Callback conversation with reporter revealed the following information: reporter agrees that flcs shouldn't walk across the ramp unnecessarily but thinks it might be a good idea for flcs to have some universal form of identify to permit access when needed. He said that the problem at phl has been resolved by his flight office.

Title: ARPT POLICE ENFORCE A NEW REQUIREMENT FOR PROPER IDENT FOR PERSONNEL ON THE RAMP.

Narrative: AFTER ARR IN PHL ON CONCOURSE C, MY CREW CHANGED TO A DIFFERENT ACFT ON CONCOURSE B. AS WE WALKED ACROSS THE RAMP WE WERE STOPPED BY A LCL ARPT POLICE TO EXAMINE OUR AIRLINE IDENTS. HE TOLD US WE DID NOT HAVE THE PROPER IDENT TO HAVE ACCESS TO THE RAMP AREAS. THIS PROC IS VERY NEW TO THE PHL ARPT. ARPT POLICE ARE ENFORCING THIS ACTION WITHOUT POSTING ANY SIGNS THAT WARN FLCS OF THE NEW POLICIES. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR AGREES THAT FLCS SHOULDN'T WALK ACROSS THE RAMP UNNECESSARILY BUT THINKS IT MIGHT BE A GOOD IDEA FOR FLCS TO HAVE SOME UNIVERSAL FORM OF IDENT TO PERMIT ACCESS WHEN NEEDED. HE SAID THAT THE PROBLEM AT PHL HAS BEEN RESOLVED BY HIS FLT OFFICE.
