Narrative:

Air carrier X was being vectored from a holding pattern for sequencing to bos. The aircraft was put on a heading to the northeast. A radar handoff was attempted. The receiving controller was unable to accept the handoff due to traffic saturation. Air carrier X entered the receiving controller's airspace without handoff. Supplemental information from acn 212318: air carrier X was one of many aircraft holding at hya due to WX. Bos approach was now taking aircraft 20 mi in trail over scupp intersection. As air carrier X was being vectored for sequencing and descending to 11000 ft, a radar handoff was attempted. The receiving controller was unable to accept the aircraft due to traffic saturation. As air carrier X was being vectored back to the southwest, he entered the receiving controller's airspace without a handoff (sector 16). He was then re-routed to bos from the south.

Narrative: ACR X WAS BEING VECTORED FROM A HOLDING PATTERN FOR SEQUENCING TO BOS. THE ACFT WAS PUT ON A HDG TO THE NE. A RADAR HDOF WAS ATTEMPTED. THE RECEIVING CTLR WAS UNABLE TO ACCEPT THE HDOF DUE TO TFC SATURATION. ACR X ENTERED THE RECEIVING CTLR'S AIRSPACE WITHOUT HDOF. SUPPLEMENTAL INFO FROM ACN 212318: ACR X WAS ONE OF MANY ACFT HOLDING AT HYA DUE TO WX. BOS APCH WAS NOW TAKING ACFT 20 MI IN TRAIL OVER SCUPP INTXN. AS ACR X WAS BEING VECTORED FOR SEQUENCING AND DSNDING TO 11000 FT, A RADAR HDOF WAS ATTEMPTED. THE RECEIVING CTLR WAS UNABLE TO ACCEPT THE ACFT DUE TO TFC SATURATION.
