Narrative:
Flight bkk-tpe-sel. #2 reverser inoperative when landing at tpe. Maintenance done and signed off as operation normal at tpe. Forecast for sel was scattered to broken, visibility 3000 meters, no rain, however, existing WX was light rain. Upon arriving sel, circuit breaker's surrounding area. ATIS giving 800 scattered, 6000 broken, 2700 meters, light rain. Cleared for approach to 14R, heavy rain and moderate turbulence encountered. Coupled approach to CAT I mins flown, with touchdown in touchdown zone heavy rain. Aircraft hydroplaned full length of 14R-32L, #2 engine did not reverse, #1 and #3 reversed to full stops, braking action nil. Engine #2 shutdown at mid runway (about 5000 ft), first officer also on brakes -- braking action still nil. Anti-skid began cycling in last 200 ft of runway, reverser spray enveloped cockpit, aircraft entered a right skid. Reversers 1 and 3 slowly stowed, aircraft stopped with maybe 50 ft of runway left. Tower advised of braking action nil, did not hear them pass it on to any subsequent aircraft. Recommended to sel operations suspend operation until WX or runway conditions improved.
