Narrative:
Plead control is a mru (military radar unit) at point magu, ca. We are certified by the FAA and are a department of defense facility. Plead control on a daily basis experiences pilot/controller and controller/controller communications interference. This is due to excessive backgnd noise caused by other than ATC personnel and the frequencys and landlines they must monitor, being in the same room as ATC personnel. We have complained in verbal and written form for 2 yrs for the problem to be corrected with no solution as of this date. Pilots and facilities routinely complain about backgnd noise and we are currently recommending to pilots who complain of excessive backgnd noise to use this exact form to file a complaint. We have filed a formal union grievance with the local nage office in hopes the problem will be addressed and corrected as soon as possible. Our facility personnel felt it was in our best interest to file this particular report in the event of a mishap or incident. No one particular incident is noted here due to the day to day safety hazard occurring. We feel as does the FAA that aviation safety deserves top priority and any interference relating to safety should be corrected immediately.

Title: CTLR RPTR COMPLAINS ABOUT FREQ INTERFERENCE DUE TO EXCESSIVE BACKGND NOISE.
Narrative: PLEAD CTL IS A MRU (MIL RADAR UNIT) AT POINT MAGU, CA. WE ARE CERTIFIED BY THE FAA AND ARE A DEPT OF DEFENSE FACILITY. PLEAD CTL ON A DAILY BASIS EXPERIENCES PLT/CTLR AND CTLR/CTLR COMS INTERFERENCE. THIS IS DUE TO EXCESSIVE BACKGND NOISE CAUSED BY OTHER THAN ATC PERSONNEL AND THE FREQS AND LANDLINES THEY MUST MONITOR, BEING IN THE SAME ROOM AS ATC PERSONNEL. WE HAVE COMPLAINED IN VERBAL AND WRITTEN FORM FOR 2 YRS FOR THE PROBLEM TO BE CORRECTED WITH NO SOLUTION AS OF THIS DATE. PLTS AND FACILITIES ROUTINELY COMPLAIN ABOUT BACKGND NOISE AND WE ARE CURRENTLY RECOMMENDING TO PLTS WHO COMPLAIN OF EXCESSIVE BACKGND NOISE TO USE THIS EXACT FORM TO FILE A COMPLAINT. WE HAVE FILED A FORMAL UNION GRIEVANCE WITH THE LCL NAGE OFFICE IN HOPES THE PROBLEM WILL BE ADDRESSED AND CORRECTED ASAP. OUR FACILITY PERSONNEL FELT IT WAS IN OUR BEST INTEREST TO FILE THIS PARTICULAR RPT IN THE EVENT OF A MISHAP OR INCIDENT.
