Narrative:
When I began to taxi to takeoff I made a left turn (westerly) from my tie down space onto the transient parking area taxi line. My right wing tip struck the rudder control surface of an small aircraft parked opposite and 15 ft west of my airplane's tie- down space on the north side of the taxiway. I had been parked headed in a northerly direction. The small aircraft had been parked and tied down but in reversed position with tail where nose should have been leaving the tail protruding about 4 ft into the taxiway. My aircraft was undamaged. The control surface of the rudder on the small aircraft was bent. Cause of the incident was the negligent and inappropriate parking of the small aircraft leaving the aircraft obstructing the taxiway. Had the small aircraft been a larger aircraft the intrusion into the taxiway would have been more apparent and drawn my attention.

Title: TAXIING TFC HITS RUDDER OF PARKED ACFT. ACFT DAMAGED.
Narrative: WHEN I BEGAN TO TAXI TO TKOF I MADE A L TURN (WESTERLY) FROM MY TIE DOWN SPACE ONTO THE TRANSIENT PARKING AREA TAXI LINE. MY R WING TIP STRUCK THE RUDDER CTL SURFACE OF AN SMA PARKED OPPOSITE AND 15 FT W OF MY AIRPLANE'S TIE- DOWN SPACE ON THE N SIDE OF THE TAXIWAY. I HAD BEEN PARKED HEADED IN A NORTHERLY DIRECTION. THE SMA HAD BEEN PARKED AND TIED DOWN BUT IN REVERSED POS WITH TAIL WHERE NOSE SHOULD HAVE BEEN LEAVING THE TAIL PROTRUDING ABOUT 4 FT INTO THE TAXIWAY. MY ACFT WAS UNDAMAGED. THE CTL SURFACE OF THE RUDDER ON THE SMA WAS BENT. CAUSE OF THE INCIDENT WAS THE NEGLIGENT AND INAPPROPRIATE PARKING OF THE SMA LEAVING THE ACFT OBSTRUCTING THE TAXIWAY. HAD THE SMA BEEN A LARGER ACFT THE INTRUSION INTO THE TAXIWAY WOULD HAVE BEEN MORE APPARENT AND DRAWN MY ATTN.
