Narrative:

Air carrier X received clearance in mid taxi out checklist. Frequency was congested because controller was working 3 different position. Thought were cleared 62V as had always been cleared in past. No indication was given of change of routing. First officer read back altitude and squawk. Departed fpo, reported to fpo departure control, told to now maintain 7000 ft (was FL180) and report out of 6000 ft. This was done and after being asked if established, was changed to ZMA. Reported 10 DME to center and was told to turn right 360 degrees now and climb to FL180. Was then asked if cleared 62V or 69V. Said intercepting 307 degree radial. Controller said traffic was inbound on 62V and was involved in system deviation. Even after talking to center watch supervisor was unable to determine position of other aircraft Y and what separation there was. Visibility was good and no other aircraft was sighted. This all happened 10 mi northwest of fpo VOR where airways 62V 307 degree radial and 69V 332 degree radial still overlap.

Narrative: ACR X RECEIVED CLRNC IN MID TAXI OUT CHKLIST. FREQ WAS CONGESTED BECAUSE CTLR WAS WORKING 3 DIFFERENT POS. THOUGHT WERE CLRED 62V AS HAD ALWAYS BEEN CLRED IN PAST. THIS WAS DONE AND AFTER BEING ASKED IF ESTABLISHED, WAS CHANGED TO ZMA. RPTED 10 DME TO CTR AND WAS TOLD TO TURN R 360 DEGS NOW AND CLB TO FL180. WAS THEN ASKED IF CLRED 62V OR 69V. SAID INTERCEPTING 307 DEG RADIAL. CTLR SAID TFC WAS INBOUND ON 62V AND WAS INVOLVED IN SYS DEV. EVEN AFTER TALKING TO CTR WATCH SUPVR WAS UNABLE TO DETERMINE POS OF OTHER ACFT Y AND WHAT SEPARATION THERE WAS. VISIBILITY WAS GOOD AND NO OTHER ACFT WAS SIGHTED. THIS ALL HAPPENED 10 MI NW OF FPO VOR WHERE AIRWAYS 62V 307 DEG RADIAL AND 69V 332 DEG RADIAL STILL OVERLAP.
