Narrative:

While working local control during the national cherry festival at tvc ATCT, ZMP called with position reports on numerous IFR inbounds. Tvc is a non radar VFR tower. Flight director approved visual separation for local control with controller approval, i.e., tower was now providing visual separation for IFR inbounds. Local control busy with 8-10 aircraft. A heard of 6 deer was seen in the infield approximately 500 ft east of runway 36 and 3000 ft from the tower. These deer were encroaching on the runway 36 before we could get airport personnel to chase them away. An small transport X on final advised of deer and given go around. Other aircraft had to be spun and resequenced to other runways. The small transport X was given runway 28. Small aircraft Y, IFR, was resequenced from runway 36 to runway 28 and was 3 mi south of field. Tower was still providing separation and center was advised of what had happened. The small aircraft Y stated he had almost run into small transport X on final for runway 28. Small transport X told ground control he had seen the small aircraft Y. Tower had lost sight of most aircraft that had to be spun or turned because of the deer. These 6 brave bucks in the past 3-4 weeks have had to be chased off the runway at least a dozen times. Callback conversation with reporter revealed the following information: analyst spoke to tvc tower supervisor about deer on runway situation and if airport management was working on problem. Supervisor stated that the airport has been fenced and any deer that get by the fence are rounded up and taken back to the woods. Deer that keep coming back are shot.

Narrative: WHILE WORKING LCL CTL DURING THE NATIONAL CHERRY FESTIVAL AT TVC ATCT, ZMP CALLED WITH POS RPTS ON NUMEROUS IFR INBOUNDS. TVC IS A NON RADAR VFR TWR. FLT DIRECTOR APPROVED VISUAL SEPARATION FOR LCL CTL WITH CTLR APPROVAL, I.E., TWR WAS NOW PROVIDING VISUAL SEPARATION FOR IFR INBOUNDS. LCL CTL BUSY WITH 8-10 ACFT. A HEARD OF 6 DEER WAS SEEN IN THE INFIELD APPROX 500 FT E OF RWY 36 AND 3000 FT FROM THE TWR. THESE DEER WERE ENCROACHING ON THE RWY 36 BEFORE WE COULD GET ARPT PERSONNEL TO CHASE THEM AWAY. AN SMT X ON FINAL ADVISED OF DEER AND GIVEN GAR. OTHER ACFT HAD TO BE SPUN AND RESEQUENCED TO OTHER RWYS. THE SMT X WAS GIVEN RWY 28. SMA Y, IFR, WAS RESEQUENCED FROM RWY 36 TO RWY 28 AND WAS 3 MI S OF FIELD. TWR WAS STILL PROVIDING SEPARATION AND CTR WAS ADVISED OF WHAT HAD HAPPENED. THE SMA Y STATED HE HAD ALMOST RUN INTO SMT X ON FINAL FOR RWY 28. SMT X TOLD GND CTL HE HAD SEEN THE SMA Y. TWR HAD LOST SIGHT OF MOST ACFT THAT HAD TO BE SPUN OR TURNED BECAUSE OF THE DEER. THESE 6 BRAVE BUCKS IN THE PAST 3-4 WKS HAVE HAD TO BE CHASED OFF THE RWY AT LEAST A DOZEN TIMES. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: ANALYST SPOKE TO TVC TWR SUPVR ABOUT DEER ON RWY SITUATION AND IF ARPT MGMNT WAS WORKING ON PROBLEM. SUPVR STATED THAT THE ARPT HAS BEEN FENCED AND ANY DEER THAT GET BY THE FENCE ARE ROUNDED UP AND TAKEN BACK TO THE WOODS. DEER THAT KEEP COMING BACK ARE SHOT.
