Narrative:
When this incident happened, I was working local control in the tower. It was dark, VFR and very light traffic. We were on a crossing runway operation, landing runway 29 and departing runway 19. Approach called and coordinated an small aircraft X landing runway 19, and I approved the runway 19 operation. The small aircraft X called about 12 southwest and I cleared him to land runway 19. Some time later, air carrier Y called ready for departure of runway 19 and I cleared him for takeoff. I forgot about the small aircraft X. Small aircraft X came across the approach end of the runway as the air carrier was taking the runway for departure. This incident happened because I forgot about the small aircraft X. Contributing factors -- light traffic, night operation and the small aircraft X being a very small airplane not being very visible, fatigue, and the amount of time it took for the small aircraft X to get to the airport after I cleared him to land 12 mi out compared to any jet's calling and getting landing clrncs about 5 mi out.

Narrative: WHEN THIS INCIDENT HAPPENED, I WAS WORKING LCL CTL IN THE TWR. IT WAS DARK, VFR AND VERY LIGHT TFC. WE WERE ON A XING RWY OP, LNDG RWY 29 AND DEPARTING RWY 19. APCH CALLED AND COORDINATED AN SMA X LNDG RWY 19, AND I APPROVED THE RWY 19 OP. THE SMA X CALLED ABOUT 12 SW AND I CLRED HIM TO LAND RWY 19. SOME TIME LATER, ACR Y CALLED READY FOR DEP OF RWY 19 AND I CLRED HIM FOR TKOF. I FORGOT ABOUT THE SMA X. SMA X CAME ACROSS THE APCH END OF THE RWY AS THE ACR WAS TAKING THE RWY FOR DEP. THIS INCIDENT HAPPENED BECAUSE I FORGOT ABOUT THE SMA X. CONTRIBUTING FACTORS -- LIGHT TFC, NIGHT OP AND THE SMA X BEING A VERY SMALL AIRPLANE NOT BEING VERY VISIBLE, FATIGUE, AND THE AMOUNT OF TIME IT TOOK FOR THE SMA X TO GET TO THE ARPT AFTER I CLRED HIM TO LAND 12 MI OUT COMPARED TO ANY JET'S CALLING AND GETTING LNDG CLRNCS ABOUT 5 MI OUT.
