Narrative:
Received TA 11 O'clock, minus 400 ft. Next received RA 'monitor vertical speed.' we questioned ATC about traffic and he confirmed that traffic had 'popped up' and was in process of giving us vectors when RA 'climb, climb now' was issued. We climbed through 8400 when 'clear of conflict' was issued. Descended back to 8000 ft without incident. Traffic was never confirmed visually.

Title: TCASII RA CAUSES LTT PIC TO CREATE AN ALTDEV ALT EXCURSION.
Narrative: RECEIVED TA 11 O'CLOCK, MINUS 400 FT. NEXT RECEIVED RA 'MONITOR VERT SPD.' WE QUESTIONED ATC ABOUT TFC AND HE CONFIRMED THAT TFC HAD 'POPPED UP' AND WAS IN PROCESS OF GIVING US VECTORS WHEN RA 'CLB, CLB NOW' WAS ISSUED. WE CLBED THROUGH 8400 WHEN 'CLR OF CONFLICT' WAS ISSUED. DSNDED BACK TO 8000 FT WITHOUT INCIDENT. TFC WAS NEVER CONFIRMED VISUALLY.
