Narrative:
It does not seem appropriate that central flow (ATC flow) should be putting messages of this type out to the carriers. Their charter, as is ATC's, the separation of aircraft. They are not in the business of flight planning around WX (although they think they area). Has anyone thought of rotating (on a tdy basis) a group of air carrier flight dispatchers to central flow to help them formulate their swap plans.

Title: DISPATCH RPTR DOES NOT THINK THAT THE FAA CAN REFUSE NON PREFERENTIAL RTING DURING BUSY PERIODS.
Narrative: IT DOES NOT SEEM APPROPRIATE THAT CENTRAL FLOW (ATC FLOW) SHOULD BE PUTTING MESSAGES OF THIS TYPE OUT TO THE CARRIERS. THEIR CHARTER, AS IS ATC'S, THE SEPARATION OF ACFT. THEY ARE NOT IN THE BUSINESS OF FLT PLANNING AROUND WX (ALTHOUGH THEY THINK THEY AREA). HAS ANYONE THOUGHT OF ROTATING (ON A TDY BASIS) A GROUP OF ACR FLT DISPATCHERS TO CENTRAL FLOW TO HELP THEM FORMULATE THEIR SWAP PLANS.
