Narrative:
We received an IFR clearance from mia to rfd. Called for taxi clearance, was instructed to remain on the page ramp until an oth aircraft completed his taxi in. The pilot of the oth aircraft taxied toward us then turned to pass close to the left side of our airplane. His taxi speed was 15-20 mph. He had at least 20 ft on the other side of his aircraft and less than 3 ft on our side as he passed us with his left wingtip. He may have been distracted by the girl sitting in the copilot's seat of his aircraft or just enjoyed showing off to her. We reported the incident to ground control and asked ground to give us the number of the aircraft. Before we departed, ground advised his number to be XXXX, a twin. This incident occurred on jul/xx/92 at approximately PM17Z. At the rate of speed he was traveling, I anticipated that he would hit us -- fortunately that did not occur. We were parked and not moving during the whole incident. His actions were irresponsible, he exercised poor judgement and endangered persons and property while taxiing his aircraft. The pilot's employer should be aware of how his pilot is handling the airplane. This could be indicative of the way he operates the airplane in general, significantly increasing operating costs.

Title: SMT JET ACFT WAS ALMOST HIT BY ANOTHER SMT ACFT WHILE PARKED ON THE RAMP WAITING TO TAXI.
Narrative: WE RECEIVED AN IFR CLRNC FROM MIA TO RFD. CALLED FOR TAXI CLRNC, WAS INSTRUCTED TO REMAIN ON THE PAGE RAMP UNTIL AN OTH ACFT COMPLETED HIS TAXI IN. THE PLT OF THE OTH ACFT TAXIED TOWARD US THEN TURNED TO PASS CLOSE TO THE L SIDE OF OUR AIRPLANE. HIS TAXI SPD WAS 15-20 MPH. HE HAD AT LEAST 20 FT ON THE OTHER SIDE OF HIS ACFT AND LESS THAN 3 FT ON OUR SIDE AS HE PASSED US WITH HIS L WINGTIP.
