Shortly after takeoff chesterfield, va, en route to avp, lost all navigation radios. WX closing in with VMC hole above, climbed to 12500 VFR. Asked dulles approach to nyc for steer to avp on top. Flight instruments ok, got IFR clearance, ZNY control. Made letdown to VFR flight conditions. Dulles requested transponder code 7700.
