Narrative:
Near miss over fof with oth air carrier large transport ATC reported traffic 12 O'clock FL270. Took immediate evasive action that prevented a certain collision. Air carrier Y was reported by sju that he departed sju to soca with mode C off requesting IFR clearance sju denied and passed him of with only a clearance to 17500 MSL. Piarco said he reported FL270 and they held us at FL260. Air carrier Y was at FL260! We made a hard right bank to avoid. No injuries were reported. Piarco has a reputation of bad ATC. All parties have been notified of complaint. Complaint filed with sju center. First officer saved the day.

Title: ACR SO RPT ON THE INADEQUACIES OF PIARCO CTR THAT MAY HAVE BEEN INVOLVED IN THE NMAC RPTR DESCRIBED.
Narrative: NEAR MISS OVER FOF WITH OTH ACR LGT ATC RPTED TFC 12 O'CLOCK FL270. TOOK IMMEDIATE EVASIVE ACTION THAT PREVENTED A CERTAIN COLLISION. ACR Y WAS RPTED BY SJU THAT HE DEPARTED SJU TO SOCA WITH MODE C OFF REQUESTING IFR CLRNC SJU DENIED AND PASSED HIM OF WITH ONLY A CLRNC TO 17500 MSL. PIARCO SAID HE RPTED FL270 AND THEY HELD US AT FL260. ACR Y WAS AT FL260! WE MADE A HARD R BANK TO AVOID. NO INJURIES WERE RPTED. PIARCO HAS A REPUTATION OF BAD ATC.
