Narrative:
While working west feeder, alb approach, I received a call from sna X 'off sch, climbing to 5500, eastbound.' I issued a squawk and instructed pilot to remain clear of arsa. I observed the aircraft pop up at 1700 ft 2 north of the airport as local was calling to ask his intentions. I then saw a mode C of 1400 off the departure runway 01. I was questioning the pilot on his intentions when the departure aircraft necessitated a TA. The small aircraft X saw the traffic out of 1500 ft and was instructed to maintain visual sep and to exit the arsa. The pilot at one point (when I first questioned) said they were plotting the arsa and messed up. Supplemental information from acn 217219. I penetrated albany arsa. After departing sch, contacted sch tower and requested clearance through arsa. They told me to contact alb in the air. Was told to stand-by by albany. Tried to navigate around arsa but penetrated. Sch tower might have indicated that alb was congested. Would have filed IFR instead, or diverted immediately to the northwest.

Title: AN SMA INADVERTENTLY PENETRATED THE ALB ARSA AND CAUSED A NMAC OR LTSS.
Narrative: WHILE WORKING W FEEDER, ALB APCH, I RECEIVED A CALL FROM SNA X 'OFF SCH, CLBING TO 5500, EBOUND.' I ISSUED A SQUAWK AND INSTRUCTED PLT TO REMAIN CLR OF ARSA. I OBSERVED THE ACFT POP UP AT 1700 FT 2 N OF THE ARPT AS LCL WAS CALLING TO ASK HIS INTENTIONS. I THEN SAW A MODE C OF 1400 OFF THE DEP RWY 01. I WAS QUESTIONING THE PLT ON HIS INTENTIONS WHEN THE DEP ACFT NECESSITATED A TA. THE SMA X SAW THE TFC OUT OF 1500 FT AND WAS INSTRUCTED TO MAINTAIN VISUAL SEP AND TO EXIT THE ARSA. THE PLT AT ONE POINT (WHEN I FIRST QUESTIONED) SAID THEY WERE PLOTTING THE ARSA AND MESSED UP. SUPPLEMENTAL INFO FROM ACN 217219. I PENETRATED ALBANY ARSA. AFTER DEPARTING SCH, CONTACTED SCH TWR AND REQUESTED CLRNC THROUGH ARSA. THEY TOLD ME TO CONTACT ALB IN THE AIR. WAS TOLD TO STAND-BY BY ALBANY. TRIED TO NAVIGATE AROUND ARSA BUT PENETRATED. SCH TWR MIGHT HAVE INDICATED THAT ALB WAS CONGESTED. WOULD HAVE FILED IFR INSTEAD, OR DIVERTED IMMEDIATELY TO THE NW.
