Narrative:
Stopped over night at appleton because field closed. Deliberately didn't refuel so aircraft would be lighter on turf. Field closed so we circled southwest of ripon. I monitored fuel status and kept fuel balanced between tanks. Once we were allowed to turn inbound I still had about 60 pounds. At this point I became preoccupied with watching for the large number of other aircraft. The required speed inbound is 90 KTS. A large amount of time was spent south turning to stay in line. On turn to base I was cut off by an small aircraft. Further attention was paid to traffic. I didn't complete landing checklist and ran out of gas on the left side. There wasn't enough time to switch tanks before a dead stick landing and roll off into the center grass. This was a 'classic' case of diverted attention. I should have switched tanks when I headed inbound or anytime following. It would have been hard to read a checklist but even 'gumping' would have caught the problem. Next time I will carry more fuel even though I might have problems taxiing.

Title: ENG STOPPAGE ON SHORT FINAL DUE TO FUEL STARVATION. SMA LANDS ON RWY AND ROLLS OFF INTO GRASS IN AN INTENTIONAL RWY EXCURSION.
Narrative: STOPPED OVER NIGHT AT APPLETON BECAUSE FIELD CLOSED. DELIBERATELY DIDN'T REFUEL SO ACFT WOULD BE LIGHTER ON TURF. FIELD CLOSED SO WE CIRCLED SW OF RIPON. I MONITORED FUEL STATUS AND KEPT FUEL BALANCED BTWN TANKS. ONCE WE WERE ALLOWED TO TURN INBOUND I STILL HAD ABOUT 60 POUNDS. AT THIS POINT I BECAME PREOCCUPIED WITH WATCHING FOR THE LARGE NUMBER OF OTHER ACFT. THE REQUIRED SPD INBOUND IS 90 KTS. A LARGE AMOUNT OF TIME WAS SPENT S TURNING TO STAY IN LINE. ON TURN TO BASE I WAS CUT OFF BY AN SMA. FURTHER ATTN WAS PAID TO TFC. I DIDN'T COMPLETE LNDG CHKLIST AND RAN OUT OF GAS ON THE L SIDE. THERE WASN'T ENOUGH TIME TO SWITCH TANKS BEFORE A DEAD STICK LNDG AND ROLL OFF INTO THE CTR GRASS. THIS WAS A 'CLASSIC' CASE OF DIVERTED ATTN. I SHOULD HAVE SWITCHED TANKS WHEN I HEADED INBOUND OR ANYTIME FOLLOWING. IT WOULD HAVE BEEN HARD TO READ A CHKLIST BUT EVEN 'GUMPING' WOULD HAVE CAUGHT THE PROBLEM. NEXT TIME I WILL CARRY MORE FUEL EVEN THOUGH I MIGHT HAVE PROBLEMS TAXIING.
