Narrative:
On ILS 25L approach to lax. Received 2 TCASII TA's at approximately 500 ft in the full landing confign. This was followed shortly thereafter by a verbal and visual off scale 'climb' command from TCASII. As the throttles were being brought up, I caught sight of a hovering helicopter at my 9 O'clock and 1/2 mi. Approach was recovered and a normal landing executed. On roll-out, tower was questioned about traffic. Their response was it was south of airport and no factor. After parking aircraft, I called tower to talk to the supervisor, who stated the helicopter was not in the TCA but probably over hawthorne airport and that they weren't talking to him anyway. Helicopter was over a freeway intersection, not an airport from my point of view and if he's close enough to set off an RA, then the TCA should be enlarged to provide a safe approach all the way to touchdown.

Title: ON AN ILS TO LAX, AN LGT RESPONDED TO A 'CLB' TCASII COMMAND GENERATED BY A HELI AT OR NEAR HHR.
Narrative: ON ILS 25L APCH TO LAX. RECEIVED 2 TCASII TA'S AT APPROX 500 FT IN THE FULL LNDG CONFIGN. THIS WAS FOLLOWED SHORTLY THEREAFTER BY A VERBAL AND VISUAL OFF SCALE 'CLB' COMMAND FROM TCASII. AS THE THROTTLES WERE BEING BROUGHT UP, I CAUGHT SIGHT OF A HOVERING HELI AT MY 9 O'CLOCK AND 1/2 MI. APCH WAS RECOVERED AND A NORMAL LNDG EXECUTED. ON ROLL-OUT, TWR WAS QUESTIONED ABOUT TFC. THEIR RESPONSE WAS IT WAS S OF ARPT AND NO FACTOR. AFTER PARKING ACFT, I CALLED TWR TO TALK TO THE SUPVR, WHO STATED THE HELI WAS NOT IN THE TCA BUT PROBABLY OVER HAWTHORNE ARPT AND THAT THEY WEREN'T TALKING TO HIM ANYWAY. HELI WAS OVER A FREEWAY INTXN, NOT AN ARPT FROM MY POINT OF VIEW AND IF HE'S CLOSE ENOUGH TO SET OFF AN RA, THEN THE TCA SHOULD BE ENLARGED TO PROVIDE A SAFE APCH ALL THE WAY TO TOUCHDOWN.
