Flight aug/xx/92 stl. 1. A normal approach was made to runway 30L. 2. Upon extending the landing gear it was noted that the right inboard antiskid release light did not illuminate. 3. Decision was to land with antiskid 'on' and use minimal braking in accordance with flight handbook. 4. Upon touchdown, both right tires 'blew out' due to non rotation. 5. Aircraft came to a controled stop on runway 30L and taxiway east intersection. 6. Stl airport firefighters were on the scene momentarily -- foamed right gear area. 7. Passenger remained seated -- as instructed -- crew completed all appropriate checklists and secured aircraft. 8. Passenger and crew were removed from aircraft about 20 mins later by mobile lounge.
