Narrative:

Our TCASII showed traffic at 12 O'clock and 5 mi flying directly toward us. There were 2 targets, one at 400 ft below us and one at 1000 ft above us. To avoid the 400 ft traffic the TCASII commanded a climb. We were unable to announce our intentions to ATC due to radio congestion. As we passed through 12000 the TCASII commanded a descent (apparently from signals received from the 1000 ft traffic) and then back to a climb command. Passing through 12500 ft we were finally able to warn ATC of our flight deviation. We were eventually given a clearance to maintenance 13000 ft.

Title: ACR HAS TCASII RA TO CLB WITH TARGET 400 FT BELOW AND TARGET 1000 FT ABOVE, HEAD ON. CLBS THEN HAS RA TO DSND, THEN CLB AGAIN.

Narrative: OUR TCASII SHOWED TFC AT 12 O'CLOCK AND 5 MI FLYING DIRECTLY TOWARD US. THERE WERE 2 TARGETS, ONE AT 400 FT BELOW US AND ONE AT 1000 FT ABOVE US. TO AVOID THE 400 FT TFC THE TCASII COMMANDED A CLB. WE WERE UNABLE TO ANNOUNCE OUR INTENTIONS TO ATC DUE TO RADIO CONGESTION. AS WE PASSED THROUGH 12000 THE TCASII COMMANDED A DSCNT (APPARENTLY FROM SIGNALS RECEIVED FROM THE 1000 FT TFC) AND THEN BACK TO A CLB COMMAND. PASSING THROUGH 12500 FT WE WERE FINALLY ABLE TO WARN ATC OF OUR FLT DEV. WE WERE EVENTUALLY GIVEN A CLRNC TO MAINT 13000 FT.
