Narrative:
At launch time, PM45, on aug/thu/92, I launched my hot air balloon from approximately 10 mi southeast of the lansing, mi, arsa with light northwest winds. After about 15 mins, the wind went calm and we were stuck over wires and unlandable fields and trees. I climbed to 2500 ft, but found no wind. I did find a very slight wind from the northeast at about 100 ft AGL. I descended to 100 ft to get the wind that would take me to a safe landing area. While on my approach to land, I flew 100 ft over a neighborhood. I later learned that a citizen was upset because I scared her dog and she said she would file a formal complaint. It was not my intention or flight plan to fly so close to the neighborhood, but had to in order to find a safe landing place. I could have ascended to a higher altitude in search of wind, but one of my passenger was getting very nervous due to the high altitude and I didn't want him to 'freak' out on me.

Title: A COMMERCIAL HOT AIR BALLOON PLT IN THE RIDE BUSINESS FOUND A 'BALLOON DOG.' THE DOG'S OWNER THREATENED ACTION BECAUSE THE BALLOON SCARED HER DOG.
Narrative: AT LAUNCH TIME, PM45, ON AUG/THU/92, I LAUNCHED MY HOT AIR BALLOON FROM APPROX 10 MI SE OF THE LANSING, MI, ARSA WITH LIGHT NW WINDS. AFTER ABOUT 15 MINS, THE WIND WENT CALM AND WE WERE STUCK OVER WIRES AND UNLANDABLE FIELDS AND TREES. I CLBED TO 2500 FT, BUT FOUND NO WIND. I DID FIND A VERY SLIGHT WIND FROM THE NE AT ABOUT 100 FT AGL. I DSNDED TO 100 FT TO GET THE WIND THAT WOULD TAKE ME TO A SAFE LNDG AREA. WHILE ON MY APCH TO LAND, I FLEW 100 FT OVER A NEIGHBORHOOD. I LATER LEARNED THAT A CITIZEN WAS UPSET BECAUSE I SCARED HER DOG AND SHE SAID SHE WOULD FILE A FORMAL COMPLAINT.
