Narrative:
I showed up at work and signed in at XA30 am (EST). Pne control tower opens at XB00 am (EST). At XA50 am, phl called me and notified me of an aircraft on frequency 121.5 with a complete electrical failure attempting to land on runway 6. I established contact with the airplane prior to opening the control tower at XB00 am (EST). The runway appeared to be clear and I cleared the aircraft to land on runway 6 prior to XB00 am. I activated the emergency phone and the atx X arrived at XA55 am (EST). When I officially opened the tower at XB00 am the airport was closed. In the best interest of the facility (pne), I controled airplanes at pne prior to officially opening the control tower.
