Narrative:
WX radar was on, TCASII was automatic. Copilot saw traffic. At night, looked level -- switched to 20 mi range TCASII. Aircraft showed 1000 ft below followed momentarily with 'descend, descend, descend' followed momentarily with 'climb, climb, climb' followed momentarily with 'monitor vertical speed, monitor vertical speed.' aircraft passed behind. Written in TCASII on CDU, but, no 'clear of conflict' from the voice synthesizer. The TCASII was tested ok. The TCASII was written up.
