Narrative:

Fueler reported that several fuel caps have a tendency to 'pop back up' after fueling. I would like to see a program where these ground service people inform the captain so that worn or faulty equipment can be replaced/repaired. After swapping aircraft at last min, at the concourse, we departed memphis 36L. At rotation passenger in seat number and captain seat number witnessed left fuel cap lift out of position on the left wing. The captain in cabin informed flight attendant of the loose fuel cap who in turn notified the cockpit. Return to memphis landing 36L without incident. Taxied to gate where aircraft was met by maintenance and fueler. Left engine was shut down, the discrepancy was entered into maintenance log be captain. Fueler resecured cap and maintenance inspected for damage, found none, and cleared the open write-up in maintenance log. We departed memphis once again and completed the flight without incident. The fueler reported that the fuel cap locking level was in the secure/flush position. During preflight both fuel caps were inspected by the crew from the cockpit and were observed to be in the secured position.
