Narrative:
Flight attendant reported fumes in the cabin. I told the first officer to go in the cabin and check for smoke. I put my oxygen mask on. When he returned, he said there was no smoke. He put his oxygen mask on and we went through the smoke removal procedure to get rid of the fumes. We were unsuccessful. I declared an emergency and was cleared direct to phx. On the way, we tried to troubleshoot the problem. We landed in phx. There were no injuries nor damage to the aircraft. Upon investigation by maintenance in phx, it was determined that the oil system was contaminated with fuel which caused the fuel fumes to get into the bleed air system. An indication that the oil is contaminated with fuel is the oil quantity gauge will show full or over full.
