Narrative:
Radio in aircraft was cutting out after takeoff unaware of this. When entering williams AFB airspace call was made but no reply. Base looked abandoned from air and newspaper reports said base was closing. After several attempts to call, deduced that the base was not in use. Then radio started receiving after I was in airspace. After being scolded by the tower he gave me permission to stay in the area to complete the flight. Radio was working when I left so I said goodbye.
