Narrative:
Small aircraft X tail dragger was issued taxi instructions. While taxiing to the departure runway it appeared the pilot nosed over the aircraft. I attempted to contact the pilot but received no reply at which time we pulled the crash phone.

Title: SMA X TAIL DRAGGER NOSED OVER WHILE TAXI TO RWY.
Narrative: SMA X TAIL DRAGGER WAS ISSUED TAXI INSTRUCTIONS. WHILE TAXIING TO THE DEP RWY IT APPEARED THE PLT NOSED OVER THE ACFT. I ATTEMPTED TO CONTACT THE PLT BUT RECEIVED NO REPLY AT WHICH TIME WE PULLED THE CRASH PHONE.
