Narrative:

2 aircraft were on a collision course. The problem arose when 2 aircraft were entering both a left and a right base for the same runway at the same time. 8 mi north of the airport, I called tower, identing myself and requesting to land. Tower responded to report on a left base for runway 14. A second aircraft called tower, idented itself and was instructed to report on a right base for runway 14. Upon entering a left base I called tower to report. There was no response from tower. The second aircraft then announced he was on a right base for 14. I heard no transmission from tower. I repeated my call to tower twice more. I heard the second aircraft report right base again. Again I heard no transmission from tower. The second aircraft was not visible to me. At this point, fearing we were on a collision course. I announced to the oncoming plane that I was diverting to the right to north in deference to letting him land. After turning outbound from runway 14, the tower called and asked what plane was making, what appeared to him to be, a 360 degree turn off runway 14. I responded that I was leaving the pattern and would return shortly. The tower then called the second plane to ask where he was since tower could not see him on right base. The pilot responded that he had become disoriented and was on base for another runway. Having monitored the tower frequency for the last 10 mi and having heard no other traffic on the frequency, I felt, in taking defensive action, this was the safest step to stop the closing of the gap between 2 aircraft on an apparent collision course. Tower disagreed and had me 'call tower after tie- down.'

Title: SMA PLT, CHKING IN WITH TWR ON L BASE AS INSTRUCTED, IS UNABLE TO ESTABLISH RADIO CONTACT AND GOES AROUND, IN THE WRONG DIRECTION.

Narrative: 2 ACFT WERE ON A COLLISION COURSE. THE PROBLEM AROSE WHEN 2 ACFT WERE ENTERING BOTH A L AND A R BASE FOR THE SAME RWY AT THE SAME TIME. 8 MI N OF THE ARPT, I CALLED TWR, IDENTING MYSELF AND REQUESTING TO LAND. TWR RESPONDED TO RPT ON A L BASE FOR RWY 14. A SECOND ACFT CALLED TWR, IDENTED ITSELF AND WAS INSTRUCTED TO RPT ON A R BASE FOR RWY 14. UPON ENTERING A L BASE I CALLED TWR TO RPT. THERE WAS NO RESPONSE FROM TWR. THE SECOND ACFT THEN ANNOUNCED HE WAS ON A R BASE FOR 14. I HEARD NO XMISSION FROM TWR. I REPEATED MY CALL TO TWR TWICE MORE. I HEARD THE SECOND ACFT RPT R BASE AGAIN. AGAIN I HEARD NO XMISSION FROM TWR. THE SECOND ACFT WAS NOT VISIBLE TO ME. AT THIS POINT, FEARING WE WERE ON A COLLISION COURSE. I ANNOUNCED TO THE ONCOMING PLANE THAT I WAS DIVERTING TO THE R TO N IN DEFERENCE TO LETTING HIM LAND. AFTER TURNING OUTBOUND FROM RWY 14, THE TWR CALLED AND ASKED WHAT PLANE WAS MAKING, WHAT APPEARED TO HIM TO BE, A 360 DEG TURN OFF RWY 14. I RESPONDED THAT I WAS LEAVING THE PATTERN AND WOULD RETURN SHORTLY. THE TWR THEN CALLED THE SECOND PLANE TO ASK WHERE HE WAS SINCE TWR COULD NOT SEE HIM ON R BASE. THE PLT RESPONDED THAT HE HAD BECOME DISORIENTED AND WAS ON BASE FOR ANOTHER RWY. HAVING MONITORED THE TWR FREQ FOR THE LAST 10 MI AND HAVING HEARD NO OTHER TFC ON THE FREQ, I FELT, IN TAKING DEFENSIVE ACTION, THIS WAS THE SAFEST STEP TO STOP THE CLOSING OF THE GAP BTWN 2 ACFT ON AN APPARENT COLLISION COURSE. TWR DISAGREED AND HAD ME 'CALL TWR AFTER TIE- DOWN.'
