Narrative:
An aircraft, appeared to be an small aircraft, entered the TCA without talking to the controling agency (msy ATCT) and crossed the final approach at 1000 ft. Air carrier X on approach was issued traffic. The pilot never reported seeing the traffic. When the 2 aircraft were in very close proximity the air carrier X advised that TCASII told him to go around.

Title: ACR X TCASII RA NMAC WITH SMA IN TCA. SMA IN TCA WITHOUT CLRNC. EVASIVE ACTION TAKEN.
Narrative: AN ACFT, APPEARED TO BE AN SMA, ENTERED THE TCA WITHOUT TALKING TO THE CTLING AGENCY (MSY ATCT) AND CROSSED THE FINAL APCH AT 1000 FT. ACR X ON APCH WAS ISSUED TFC. THE PLT NEVER RPTED SEEING THE TFC. WHEN THE 2 ACFT WERE IN VERY CLOSE PROX THE ACR X ADVISED THAT TCASII TOLD HIM TO GAR.
