Narrative:

While serving as the check captain on air carrier flight number widebody transport lax- sfo, the captain departed with WX below mins. WX at time of departure was touchdown 2000, mid zero, rollout 4000. During taxi, new ATIS reported 200 and 1/2 mi visibility. As the captain lined up on 25R the tower reported the new RVR and cleared the flight for departure. It all happened so fast that the aircraft was going through 80 KTS before I could say anything. I felt it was safer to allow the flight to continue than to tell them to reject. In sfo I gave the captain an unsatisfactory check and assumed command for the rest of the flight (sfo-anc). The captain has been given additional training on operations specifications, takeoff and landing mins and another line check.

Narrative: WHILE SERVING AS THE CHK CAPT ON ACR FLT NUMBER WDB LAX- SFO, THE CAPT DEPARTED WITH WX BELOW MINS. WX AT TIME OF DEP WAS TOUCHDOWN 2000, MID ZERO, ROLLOUT 4000. DURING TAXI, NEW ATIS RPTED 200 AND 1/2 MI VISIBILITY. AS THE CAPT LINED UP ON 25R THE TWR RPTED THE NEW RVR AND CLRED THE FLT FOR DEP. IT ALL HAPPENED SO FAST THAT THE ACFT WAS GOING THROUGH 80 KTS BEFORE I COULD SAY ANYTHING. I FELT IT WAS SAFER TO ALLOW THE FLT TO CONTINUE THAN TO TELL THEM TO REJECT. IN SFO I GAVE THE CAPT AN UNSATISFACTORY CHK AND ASSUMED COMMAND FOR THE REST OF THE FLT (SFO-ANC). THE CAPT HAS BEEN GIVEN ADDITIONAL TRAINING ON OPS SPECS, TKOF AND LNDG MINS AND ANOTHER LINE CHK.
