Narrative:
FAA was checking cabin. Flight was full and door was closed with passenger still standing and carry-on not stowed. In an effort to get on-time departure, senior flight attendant did not coordination with agent and stop the door from closing with luggage not stowed. Pushback was delayed until people were seated, but I did not know about carry-on. FAA inspector was upset and threatened to write up agent and flight attendants. I do not know about cockpit as I never was able to locate inspector. Cockpit is out of the loop on this as we have no way to see cabin and flight attendants are not required to verify carry-on stowage before door closing. Depending on which door is used for boarding, sometimes the lead flight attendant doesn't even know when the door is closed. Agents are under tremendous pressure to get an on-time departure. I've even heard of job threats. The flight attendants are also very busy and frequently cannot see all the way to the rear of the aircraft. If this is going to be an issue before even door closing, the airlines are going to have to upgrade their coordination in the cabin.

Title: AN FAA ACR INSPECTOR CAUSED A COMMOTION AND DELAY WITH THREATS OVER THE STOWAGE OF PAX CARRY-ON BAGGAGE.
Narrative: FAA WAS CHKING CABIN. FLT WAS FULL AND DOOR WAS CLOSED WITH PAX STILL STANDING AND CARRY-ON NOT STOWED. IN AN EFFORT TO GET ON-TIME DEP, SENIOR FLT ATTENDANT DID NOT COORD WITH AGENT AND STOP THE DOOR FROM CLOSING WITH LUGGAGE NOT STOWED. PUSHBACK WAS DELAYED UNTIL PEOPLE WERE SEATED, BUT I DID NOT KNOW ABOUT CARRY-ON. FAA INSPECTOR WAS UPSET AND THREATENED TO WRITE UP AGENT AND FLT ATTENDANTS. I DO NOT KNOW ABOUT COCKPIT AS I NEVER WAS ABLE TO LOCATE INSPECTOR. COCKPIT IS OUT OF THE LOOP ON THIS AS WE HAVE NO WAY TO SEE CABIN AND FLT ATTENDANTS ARE NOT REQUIRED TO VERIFY CARRY-ON STOWAGE BEFORE DOOR CLOSING. DEPENDING ON WHICH DOOR IS USED FOR BOARDING, SOMETIMES THE LEAD FLT ATTENDANT DOESN'T EVEN KNOW WHEN THE DOOR IS CLOSED. AGENTS ARE UNDER TREMENDOUS PRESSURE TO GET AN ON-TIME DEP. I'VE EVEN HEARD OF JOB THREATS. THE FLT ATTENDANTS ARE ALSO VERY BUSY AND FREQUENTLY CANNOT SEE ALL THE WAY TO THE REAR OF THE ACFT. IF THIS IS GOING TO BE AN ISSUE BEFORE EVEN DOOR CLOSING, THE AIRLINES ARE GOING TO HAVE TO UPGRADE THEIR COORD IN THE CABIN.
