Narrative:

On oct/xx/92, I departed danville-boyle county airport at approximately XA00Z for a planned 1.2 hour flight to bowling green, ky, airport (bwg) to place my aircraft on static display at the bowling green air show. This aircraft is licensed in the 'experimental' category and is not radio equipped. According to the NOAA WX forecast, obtained through the open WX broadcast channel at approximately XA00Z, I did not feel WX would be a problem at the planned arrival time. Upon arrival overhead bwg, at approximately XB15Z, I observed the visibility to be restr to approximately 2 NM in the northern hemisphere (from the airport center), in the southern hemisphere, including the traffic pattern and approach zone, using visible ground references, I estimated the visibility to be better than 5 NM. There were only high, thin cirrus clouds above. Using this airborne visibility observation, I entered the traffic pattern for runway 3, and landed without visibility problems or observed conflict with other traffic. Upon parking, I was met by a representative of the FAA who informed me that the field was operating under IFR, with an official observation of partial obscuration, 1 1/2 SM visibility.

Narrative: ON OCT/XX/92, I DEPARTED DANVILLE-BOYLE COUNTY ARPT AT APPROX XA00Z FOR A PLANNED 1.2 HR FLT TO BOWLING GREEN, KY, ARPT (BWG) TO PLACE MY ACFT ON STATIC DISPLAY AT THE BOWLING GREEN AIR SHOW. THIS ACFT IS LICENSED IN THE 'EXPERIMENTAL' CATEGORY AND IS NOT RADIO EQUIPPED. ACCORDING TO THE NOAA WX FORECAST, OBTAINED THROUGH THE OPEN WX BROADCAST CHANNEL AT APPROX XA00Z, I DID NOT FEEL WX WOULD BE A PROBLEM AT THE PLANNED ARR TIME. UPON ARR OVERHEAD BWG, AT APPROX XB15Z, I OBSERVED THE VISIBILITY TO BE RESTR TO APPROX 2 NM IN THE NORTHERN HEMISPHERE (FROM THE ARPT CTR), IN THE SOUTHERN HEMISPHERE, INCLUDING THE TFC PATTERN AND APCH ZONE, USING VISIBLE GND REFS, I ESTIMATED THE VISIBILITY TO BE BETTER THAN 5 NM. THERE WERE ONLY HIGH, THIN CIRRUS CLOUDS ABOVE. USING THIS AIRBORNE VISIBILITY OBSERVATION, I ENTERED THE TFC PATTERN FOR RWY 3, AND LANDED WITHOUT VISIBILITY PROBLEMS OR OBSERVED CONFLICT WITH OTHER TFC. UPON PARKING, I WAS MET BY A REPRESENTATIVE OF THE FAA WHO INFORMED ME THAT THE FIELD WAS OPERATING UNDER IFR, WITH AN OFFICIAL OBSERVATION OF PARTIAL OBSCURATION, 1 1/2 SM VISIBILITY.
