Narrative:
Jabara airport is under construction for runway length. Because of the construction, all but 2 of the taxiways leading up to the runway were closed. I have been instructing/flying out of jabara for yrs. Local NOTAMS define a displaced threshold due to runway length. I did not check NOTAMS on date of subject flight. Upon taxiing out, I did not realize all but 2 of the taxiways were closed. My student requested and received advisory information from unicom. A moment later, unicom informed us we would have to taxi to the end and back taxi due to taxiways being closed. After a short delay for landing traffic we back taxied, past the displaced threshold. We then turned into the wind 180 degrees for runup, approximately 500 ft from the end of the runway. All the while the construction crews and equipment were proceeding what appeared to be normally. A short field takeoff ensued without incident. Today, oct/xx/92, I return a call to ms. X at 3 KM who said they were very upset that we did not ask for permission to taxi/takeoff behind the displaced threshold. Being by definition a displaced threshold, I did not request permission to back taxi and takeoff behind the displaced threshold. The wichita airport authority, who suggested jabara contact me, is apparently furious that someone did not comply with the local NOTAM to request full runway length 30 mins prior. Lesson learned: check NOTAMS each day, even for local training flts. Local NOTAMS, class D, FSS (ict) do not have any data requiring a pilot to give prior notice to use runway behind displaced threshold.

Title: SMA BACK TAXIES ONTO DISPLACED THRESHOLD AND DEPARTS.
Narrative: JABARA ARPT IS UNDER CONSTRUCTION FOR RWY LENGTH. BECAUSE OF THE CONSTRUCTION, ALL BUT 2 OF THE TAXIWAYS LEADING UP TO THE RWY WERE CLOSED. I HAVE BEEN INSTRUCTING/FLYING OUT OF JABARA FOR YRS. LCL NOTAMS DEFINE A DISPLACED THRESHOLD DUE TO RWY LENGTH. I DID NOT CHK NOTAMS ON DATE OF SUBJECT FLT.
