Narrative:
We were descending into phx on the totec 7 arrival. We had been cleared to 11000 ft. As we were passing approximately 12000 ft we got a TA on our TCASII. Our scope was set on the 10 mi scale. Traffic showed up on the screen at our 12 O'clock position inside the 5 mi range ring. The scope showed him 800 ft below us and climbing. The TCASII immediately went to 'RA' with a climb indicated in excess of 2000 FPM. My first officer sighted the other aircraft and called the traffic. When I saw the other aircraft he was just about level with us at a range of about 1-2 mi. I continued my climb and went into a right turn. We passed approximately 1 mi or less behind the other aircraft. We told abq center what we had done and he then told us he showed traffic at our 11 O'clock position at 2 mi. We continued the flight to phx without further incident. Supplemental information from acn 224648. We had just descended through a cloud/haze layer, with visibility improving.

Title: TCASII RA CAUSES EVASIVE ACTION BY LGT TO AVOID SMA.
Narrative: WE WERE DSNDING INTO PHX ON THE TOTEC 7 ARR. WE HAD BEEN CLRED TO 11000 FT. AS WE WERE PASSING APPROX 12000 FT WE GOT A TA ON OUR TCASII. OUR SCOPE WAS SET ON THE 10 MI SCALE. TFC SHOWED UP ON THE SCREEN AT OUR 12 O'CLOCK POS INSIDE THE 5 MI RANGE RING. THE SCOPE SHOWED HIM 800 FT BELOW US AND CLBING. THE TCASII IMMEDIATELY WENT TO 'RA' WITH A CLB INDICATED IN EXCESS OF 2000 FPM. MY FO SIGHTED THE OTHER ACFT AND CALLED THE TFC. WHEN I SAW THE OTHER ACFT HE WAS JUST ABOUT LEVEL WITH US AT A RANGE OF ABOUT 1-2 MI. I CONTINUED MY CLB AND WENT INTO A R TURN. WE PASSED APPROX 1 MI OR LESS BEHIND THE OTHER ACFT. WE TOLD ABQ CTR WHAT WE HAD DONE AND HE THEN TOLD US HE SHOWED TFC AT OUR 11 O'CLOCK POS AT 2 MI. WE CONTINUED THE FLT TO PHX WITHOUT FURTHER INCIDENT. SUPPLEMENTAL INFO FROM ACN 224648. WE HAD JUST DSNDED THROUGH A CLOUD/HAZE LAYER, WITH VISIBILITY IMPROVING.
