Narrative:

Cpr X, when approaching plk, was given descent instructions and approach clearance -- descent to 3900 ft (approach chart says to cross FAF at 2900?) and clearance to RNAV 29 approach. When breaking out of clouds, center (memphis 126.85) talking to other aircraft and giving traffic advisories, other aircraft calls us 'in sight.' broke out of clouds at mins. Questions I have are: was other aircraft on IFR clearance while I was on an approach to an uncontrolled field? And why would I be cleared for an approach and given an altitude 1000 ft above crossing altitude to start the approach.
